Give different messaging when customers don't have permissions

Currently when a customer doesn't have access to a part of the platform through their role or permissions and they try to click into a part they dont have access to, they just get a spinning "not loading" icon (included a screenshot I received from a client). The goal would be to have it say something that indicates that they don't have access to that part of the platform instead of it looking like there is a loading issue. This is confusing for everyone involved - both client and jebbit wise.
